The Systems Integration and Support (SIS) Directorate recently created a Pre-Production and Development Branch, which is responsible for onboarding and developing comprehensive processes for installing new cables. Together with a variety of depot stakeholders, branch staff perform initial production tasks, prototypes and/or engineering design mockups, guiding the project through First Article Test (FAT) completion. Once the FAT is completed, the workload is transferred to the appropriate SIS cable warehouse for final production through the life cycle of the system.

The new branch was founded out of a need for greater cooperation and organizational efficiency, according to Kelvin Spencer.

New Tobyhanna Team Perfects Production

“SIS produces hundreds of different types of cables and harnesses. Creating a single point of workload optimization sets our entire team up for success from day one. Spencer leads the Electronics Manufacturing Division at SIS.

Branch management explained the differences between the traditional depot maintenance process and the new manufacturing operations within their store.

“Our dedicated team, the first of its kind in Tobyhanna, focuses on consistency and accuracy in developing technical data, documentation and internal store processes. As a private industry, we spend more time early in the process to make sure we can provide the fighter with the best product at a competitive cost,” said supervising electronics mechanic Jesse Tutino, a former soldier who brings extensive hands-on experience to the position.

“Nett Warrior Equipment has been working with preproduction and development on several new cable equipment. The benefits of this process include expert knowledge, dedicated quality support and innovative tools. It also gave us a fresh set of eyes during the process of preparing the workload for full production,” said Thomas Sweeney, project manager for the Nett Warrior program. Sweeney works in the Production Management directorate.

“This new process benefits our mission by documenting and identifying the right materials needed long before production begins. The pre-production and development team also detects and fixes problems before production orders reach the shop floor to produce the perfect quantities, allowing us to start production quickly without delays,” said Eugene Golembeski, head of the Shelter Harness subsidiary at SIS.

"This process has already improved quality and I believe it will create synergy with our cables in the future."

The creation of the manufacturing and development branch is directly aligned with Tobyhanna's long-term strategic plan, TOBY2028, in particular the C5ISR Readiness and Shape the Future lines of commitment. The program aims to position the depot for success in the coming years as the Department of Defense's leading global C5ISR readiness provider.
